Realization of information based on network

The realization of information is promoted in priority to guarantee network centered simultaneous consolidated operation
In the future, consolidated force in decisive purpose by connecting network with various combat factors and guaranteeing information priority by strengthening surveillance ability in multi dimensional space should be operated.
To realize this, network basis based on high tech IT technology, establishment of C41 system, surveillance and reinforcement of blow system are essential.

Korean Army is promoting battlefield management information system development, information communication basis system expansion, resource management system development, information environment creation in priority.

  • A. The development of battlefield management information system for visualizing battlefield
    Battlefield management information system is to create synergy effect of displaying battle power by achieving information priority through surveillance, linkage btw blow systems and consolidation
    Korean Army established ATCIS(1) in battlefront corps until 2008 and was equipped with education system
    And it established ATCIS btw headquarters and division and Logistic Support, ILS) since second operation ROK Army 2007.
    Established ATCIS improved the function constantly, if it concludes third function improvement until 2020, the consolidated battlefield management information system of command control system (2) and combat system (3) from corps to each personal soldier is completed, so it guarantees the victory through battlefield visualization
    • (1) ATCIS : Army Tactical Command Information System : The formal term of Army Tactic C41 system
      Battlefield system which is supporting commander to see and to determine and to blow in advance as automating the process of tactics army combat operation under FTX.
    • (2) Command Control System: Consolidated system of command control * communication * computer * information to provide information effectively which needs for each army and which commander plans, instructs, modify and control army to complete given mission.
    • (3) Combat system : The general term of unit weapon system (field gun, tank, armored car, detection equipment), unmanned combat system, personal combat system
  • B. Information communication basis system expansion for information distribution in high speed*large capacity
    In the future war which every factors of battlefield is connected to network and the blow through rapid decision making needs to be done as synthesized to C41 system and which all combat factors such as weapon, equipment and combatant should be connecting to communication network, high speed * large capacity of information communication basis system expansion is essential.
    Korean Army is promoting to develop TICN(1) to support high speed * large capacity of information distribution and command control btw military movement future battlefield demands, plan to place it in the field until 2013 by grafting domestic and foreign state of the art technology.
    As it is impossible to fulfill increasing informationization demands with current national defense computer network and it demands excessive budget in the establishment of separately private information communication network, Korean army has been using civilian leased line up to know. However rental system increases 10% every year so it will cause budget waste.
    Accordingly, as Korean army establishes private information communication network at preliminary time and fulfill demands. And it is building up national defense broadband consolidation network by BTL(2) to reduce line rental.
    If it completes the establishment of national broad band consolidation network, the transmit velocity is improving at most 70 times comparing to previous time that makes electronic approval and each type of business automation possible, fulfills informationization demands of each level army such as material searching and remote education.
    • (1) TICN: Consolidated system such as command control, communication, computer and information to provide effectively necessary information to each level army and which commander plans, commands, manages and controls army to complete mission given.
    • (2) BTL : Civilians invest fund in advance and construct infrastructure , after that, move the property right to nation or local authorities foundation and then return the investment fee as leasing the facility to nation or local authorities foundation.
  • C. The development of Source management system to improve working efficiency
    The expansion of resource management information system is indispensable to visualize resource management circumstance and to utilize necessary information for performing mission at real time.
    To achieve this, resource management information system is promoting to develop information system of unification resource management by consolidating and abolishing substructure system by classifying four functions such as planning, budget, personal matter, mobilization, logistics, facility and electronic administration based on informationization basis design (EA).
    Korean Army consolidated ___number of computer rooms which was managed separately by regiment * division level into ____ number of corps level for effective management and economic management and survivability of information resource from 2003 to 2007, national mission and each corps ____ number of computer room organized by Ministry of National Defense will be integrated to ____number of sections from 2007 to 2010.
    Once integrated information management is established, resource management will be provided without ceasing and double keeping of data will be possible through mutual back up, effective management of every information resource by equipment, facility, man power and information system will be possible.
  • D. Creation of Future oriented informationization environment considering technology development
    Creation of informationization environment for the future such as informationization structure and specialization of man power, guarantee of mutual management weapon and non weapon system and securing safety for cyber space, u-experiment business reflecting on high tech IT technology change is indispensable to promote informationization effectively.
    • - Reinforcement of defense ability against cyber threat
      Integration security control system is established to react effectively against each type of cyber penetration acting such as hacking, spreading vicious virus and CERT(1) keeps surveillance for 24 hours and Korean army is making an effort to improve expertism of CERT agents through hacking defense competition
      And civilian * military information protection workshop is being held to develop the preparation for cyber war.
    • - U-test business promotion
      U-test business which is trial applying developed IT new technology into national defense area is promoted. Six subjects such as unmanned inspection system, biometric recognition entrance management system, national defense remote treatment system, national defense logistics*asset management system, internet usage voice * data integration system, helicopter location trace system are promoted and experimented on Korean Army’s application possibility of IT new technology.
      In 2009, the business about establishing L-C linkage training system (2) is promoted and in 2008, tracing system of helicopter has been expanded.
      U-trial business applying common use IT new technology to build up informationization, scientific Korean Army will be planned to enlarge more and more.
      (1) CERT: special organization to prevent computer penetration accident and to maneuver organizationally and systematically in the incident.
      (2) L-C liaison training system: Scientific general training system with liaison KCTC and combat model 21, the army is getting live training in one battalion of regiment corps, the army is getting war game model (Constru-ctive) regiment head quarter and garrison.
      (3) Tracing system of helicopter location: Location tracing system which allows Pilot to transmit the location of helicopter by using PDA equipment and can make precise navigation by sharing weather information for flight and public service information.
